Firstly make sure our connection icon shows a green arrow. If it is green this could just be a sticky connection so disconnect the VPN, restart you machine AND router, and then re-connect. This will refresh your IP address.
Also try clearing the history and refreshing your browser

I have done all you asked and I am still not in the UK according to BBC. I had downloaded a new BBCIPlayer App as requested. Still no success with access.
